INVITATION FOR BID

The Ministry of Transport and Energy in line with the State Public Procurement Act (2016) hereby wishes to invite reputable interested companies/suppliers with requisite expertise and experience to submit their bids for:-

PROCUREMENT AND INSTALLATION OF ONE THOUSAND (1,000) UNITS OF INTEGRATED (ALL-IN-ONE)SOLAR STREET LIGHTS IN CEMETARIES ACROSS THE STATE

ELIGIBILITY REQUIREMENT.
* Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) of Nig;
* Company Income Tax Clearance Certificate for the last Three (3) years (2021,2022 & 2023)
* Company Audited Accounts for three (3) years (2021,2022 & 2023);
* Company’s profile;
* Evidence of Financial Capability including Bank reference letter indicating willingness to provide credit facility if/when necessary and needed.
* Evidence of Registration with Yobe State Bureau on Public Procurement.

1. Document for submission should be accompanied with a forwarding letter duly signed by MD or his equivalent to the office of the Permanent Secretary, Ministry of Transport and Energy.
2. Interested eligible bidders/vendors are to submit two copies of their tender documents in a sealed envelope addressed to SSG Yobe State clearly marked Tender document and deliver not later than 12:00 noon on Thursday, 29th October, 2026.
3. A Complete set of bidding documents may be purchased by interested eligible bidders/vendors upon payment of non-refundable fee of One Hundred and Fifty Thousand Naira Only (N150, 000.00).
4. Bids will be publicly opened in the presence of the vendors/bidder’s designated representatives at the conference hall of the office of the Permanent Secretary Ministry of Transport and Energy by 12:00 noon on Thursday, 29th October, 2026.

INVITATION TO TENDER

Tenders are hereby invited from reputable contractors/firms currently registered with ABEOKUTA NORTH LOCAL GOVERNMENT in the appropriate category and either with the Ogun State or Federal Ministry of Works & Housing and Ogun State Bureau of Public Procurement for the following projects:

1.
i. Rehabilitation of Iberekodo-Akomoje Road, Akomoje in Abeokuta North Local Government Area.
ii. Provision of 75 Units of Solar Streetlight to various Communities within the Local Government.

2.
i. Intending Tenderers are advised to obtain from the Local Government Director of Works, copies of specification and unpriced Bill of Quantities.

ii. Tenderers are also expected to pay non-refundable fee of One Hundred Thousand Naira (#100,000) only for the construction works and Fifty Thousand Naira (#50,000) for renovation projects to the Local Government Treasury and obtain receipt of the payment. Photocopy of the receipt of such payment should be attached to the Tender Documents. Photocopies of the following documents must also be attached:-

i. Current Certificate of registration with Abeokuta North Local Government, Ogun State/Federal Ministry of Works &Housing and Ogun State Bureau of Public Procurement.
ii. Evidence of Registration with Corporate Affairs Commission.
iii. Current Tax Clearance Certificate of the Company or the Managing Director.
iv. Authentic Business Premises Registration/Permit for 2025/2026 or evidence of payment of the Registration fee.
v. Evidence of Technical or Capital strength of the Tenderer.
vi. Evidence of payment of Tenement Rate to Abeokuta North Local Government for the past Three (3) years.

1. Any contract awarded is subject to the following Statutory Deductions :-
i. Retention Fee :- 10%;
ii. Value Added Tax (VAT) :- 7.5%;
However, Limited Liability Company will only pay 2% (for Residential) and 5% (for Non-Residential) Withholding Tax, 1% Development Levy and 7.5% VAT provided a proof is attached to the Company’s Tender.

1. INTRODUCTION
Nigerian Agip Exploration Limited (hereinafter referred to as “NAE”), hereby invites reputable Helicopter Operators to apply to be considered for inclusion in the bid list for the proposed contract for charter and operation of helicopter through the NipeX portal under Category A.
The work location, for ease of project administration, having due regard to climatic, hydrological and local area peculiarities shall operate out of applicants Lagos Base to NAE Offshore locations and to such areas as NAE may desire. The proposed contract term shall be fixed for a period of Three (3) years, with Two (2) successive options to extend for an additional two (2) years for each option. One single contract will be awarded at the end of the tender exercise to the lowest technically accepted responsive applicant. The Bidder qualification process is based on the third party audit and evaluation.

2. SCOPE OF WORK
The Scope of work shall include but not be limited to the following activities:
– Provision and operation of one (1) medium weight helicopter AW139 of 12 seater capacity for offshore helicopter services which shall be supported by a technical back up of similar make/type to be used in the event of non-availability due schedule/un-schedule maintenance of contracted aircraft. The helicopter services shall also include 24/7 medevac.
– The Model of the helicopter shall be compliant with the requirement stated in the tender technical specification as appropriately equipped for offshore operations
– Multi engines IFR certified
– Be type certificated in accordance with EASA Certification Specifications 27/29 and/or Federal Aviation Regulations Part 27/29 or FAA/EASA recognized equivalent standards.
– Certification in Category A or equivalent
– Certification basis shall include full compliance with CS 27/29.631 or FAR equivalent requirement for the Bird Strike protection
– Performance Class 1 or alternatively Performance Class 2 / 2e approval / acceptance by competent Authority.
– The helicopter have not undergone any serious occurrence
– All necessary instruments for day and night flights as appropriate for area of operations.
– Lifesaving and safety appliances for flying over water
– Communication (Radios) and Navigation equipment appropriate for her class and operation.
– Room for 12 no. detachable pax seats sufficiently spaced in rows for comfortable seating position and a minimum required crew consisting of 2 Pilots
– The craft shall be crewed with a Captain with a total cumulative flight hours not less than 3,000 and a co-pilot with not less than 1,000 cumulative flight hours experience.
– Further details to be found in the Technical Specification attached to the ITT. The ITT is expected to be launched by Third quarter of 2026 and contract issued by Third quarter of 2027.

3. MANDATORY REQUIREMENTS
a) To be eligible for this tender exercise, interested Contractors are required to be pre-qualified under Category A 3.08.03: Air Transport Services of Passengers and Freight (Product/Services) in the NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified suppliers in this category will receive Invitation to Technical Tender (ITT).
b) To determine if you are pre-qualified and to view the product/service category you are listed for, visit https://vms.nipex.org/login and access NJQS using your login details. Click on the ‘Subscription’ tab on the left-hand side of the dashboard to view your status and click on the ‘Product Code’ tab to view your registered product codes.
